A New Strategy for the Israeli-Palestinian Conflict

 

The central conflict of the Middle East is not territorial but ideological; not about borders but about Islamic Jihadism and Western liberty. No ideology, least of all radical Islam, can be defeated by concessions, which encourage, energize, and inspire Jihadists. Those who wish for peace must face and assimilate this fact, and realize that territorial concessions, or any concessions in any realm in the struggle against militant Islam, have been consistently counterproductive.

From Oslo to Annapolis, we have engaged in a top-down strategy. We aimed to reach a political horizon or a final settlement agreement with the Palestinian leadership, hoping that political reform among Palestinians would follow. I propose we replace this approach with a bottom-up strategy in which the PA first proves its willingness and ability to govern.

Less than 24 hours later, the regular armies of Egypt, Trans-Jordan, Syria, Lebanon and Iraq invaded the country, forcing Israel to defend the sovereignty it had regained in its ancestral homeland. In what became known as Israel's War of Independence, the newly formed, poorly equipped Israel Defense Forces (IDF) repulsed the invaders in fierce intermittent fighting, which lasted some 15 months and claimed over 6,000 Israeli lives (nearly one percent of the country's Jewish population at the time). image

During the first few months of 1949, direct negotiations were conducted under UN auspices between Israel and each of the invading countries (except Iraq which has refused to negotiate with Israel to date), resulting in armistice agreements which reflected the situation at the end of the fighting. Accordingly, the coastal plain, Galilee and the entire Negev were within Israel's sovereignty, Judea and Samaria (the West Bank) came under Jordanian rule, the Gaza Strip came under Egyptian administration, and the city of Jerusalem was divided, with Jordan controlling the eastern part, including the Old City, and Israel the western sector.

The 1949 armistice agreements had not only failed to pave the way to permanent peace, but were also constantly violated. In contradiction to the UN Security Council resolution of 1 September 1951, Israeli and Israel-bound shipping was prevented from passing through the Suez Canal; the blockade of the Straits of Tiran was tightened; incursions into Israel of terrorist squads from neighboring Arab countries for murder and sabotage occurred with increasing frequency; and the Sinai peninsula was gradually converted into a huge Egyptian military base.

Upon the signing of a tripartate military alliance by Egypt, Syria and Jordan (October 1956), the imminent threat to Israel's existence was intensified. In the course of an eight-day campaign, the IDF captured the Gaza Strip and the entire Sinai peninsula, halting 10 miles (16 km.) east of the Suez Canal.

A United Nations decision to station a UN Emergency Force (UNEF) along the Egypt-Israel border and Egyptian assurances of free navigation in the Gulf of Eilat led Israel to agree to withdraw in stages (November 1956 - March 1957) from the areas taken a few weeks earlier. Consequently, the Straits of Tiran were opened, enabling the development of trade with Asian and East African countries as well as oil imports from the Persian Gulf.

Hopes for another decade of relative tranquillity were dashed with the escalation of Arab terrorist raids across the Egyptian and Jordanian borders, persistent Syrian artillery bombardment of agricultural settlements in northern Galilee and massive military build-ups by the neighboring Arab states. When Egypt again moved large numbers of troops into the Sinai desert (May 1967), ordered the UN peacekeeping forces (deployed since 1957) out of the area, reimposed the blockade of the Straits of Tiran and entered into a military alliance with Jordan, Israel found itself faced by hostile Arab armies on all fronts. As Egypt had violated the arrangements agreed upon following the 1956 Sinai Campaign, Israel invoked its inherent right of self-defense, launching a preemptive strike (5 June 1967) against Egypt in the south, followed by a counterattack against Jordan in the east and the routing of Syrian forces entrenched on the Golan Heights in the north.

At the end of six days of fighting, previous cease-fire lines were replaced by new ones, with Judea, Samaria, Gaza, the Sinai peninsula and the Golan Heights under Israel's control. As a result, the northern villages were freed from 19 years of recurrent Syrian shelling; the passage of Israeli and Israel-bound shipping through the Straits of Tiran was ensured; and Jerusalem, which had been divided under Israeli and Jordanian rule since 1949, was reunified under Israel's authority.

The war over, Israel's diplomatic challenge was to translate its military gains into a permanent peace based on UN Security Council Resolution 242,  which called for "acknowledgment of the sovereignty, territorial integrity and political independence of every state in the area and their right to live in peace within secure and recognized boundaries free from threats or acts of force." However, the Arab position, as formulated at the Khartoum Summit Conference (August 1967) called for "no peace with Israel, no negotiations with Israel and no recognition of Israel." In September 1968, Egypt initiated a 'war of attrition,' with sporadic, static actions along the banks of the Suez Canal, which escalated into full-scale, localized fighting, causing heavy casualties on both sides. Hostilities ended in 1970 when Egypt and Israel accepted a renewed cease-fire along the Suez Canal.

Three years of relative calm along the borders were shattered on Yom Kippur (Day of Atonement), the holiest day of the Jewish year, when Egypt and Syria launched a coordinated surprise assault against Israel (6 October 1973), with the Egyptian army crossing the Suez Canal and Syrian troops penetrating the Golan Heights. 

During the next three weeks, the Israel Defense Forces turned the tide of battle and repulsed the attackers, crossing the Suez Canal into Egypt and advancing to within 20 miles (32 km.) of the Syrian capital, Damascus. Two years of difficult negotiations between Israel and Egypt and between Israel and Syria resulted in disengagement agreements, according to which Israel withdrew from parts of the territories captured during the war.

The international boundary line with Lebanon has never been challenged by either side. However, when the Palestine Liberation Organization (PLO) redeployed itself in southern Lebanon after being expelled from Jordan (1970) and perpetrated repeated terrorist actions against the towns and villages of northern Israel (Galilee), which caused many casualties and much damage, the Israel Defense Forces crossed the border into Lebanon (1982). 

"Operation Peace for Galilee" resulted in removing the bulk of the PLO's organizational and military infrastructure from the area. Since then, Israel has maintained a small security zone in southern Lebanon adjacent to its northern border to safeguard its population in Galilee against continued attacks by hostile elements.

 


Today In Jewish History - 5 Elul

 


In 1915, the Jewish Battalions of the British Royal Fusiliers was formed, consisting of Jewish volunteers from America, England, and Israel. Their goal was to join the efforts of the British Army in World War I to liberate Israel from Turkish rule. The idea was first proposed by Zev Jabotinsky, and by 1919, some 5,000 Jewish volunteers were participating in the battalions.

Today In Jewish History - 4 Elul

 

In 1391, the Jews of Barcelona, Spain were victims of a massacre. This was part of three months of deadly riots throughout Spain, which left the Jewish community crushed and impoverished. Incredibly, on this same date 70 years later, a bishop named Alfonso de Espina urged the establishment of the Spanish Inquisition. The Inquisition was designed to uncover those Jews who were continued to practice Judaism in secret (called Conversos or Marranos). During the years of brutal Inquisition, an estimated 32,000 Jews were burned at the stake and another 200,000 were expelled from Spain.

A Dispatches reporter attends mosques run by organizations whose public faces are presented as moderate and finds preachers condemning integration into British society, condemning democracy and praising the Taliban for killing British soldiers.



Prime Minister Tony Blair recently described tolerance as 'what makes Britain Britain' but in this extensive investigation Dispatches reveals how a message of hatred and segregation is being spread throughout the UK and examines how it is influenced by the religious establishment of Saudi Arabia.

Dispatches has investigated a number of mosques run by high profile national organisations that claim to be dedicated to moderation and dialogue with other faiths. But an undercover reporter joined worshippers to find a message of religious bigotry and extremism being preached.

He captures chilling sermons in which Saudi-trained preachers proclaim the supremacy of Islam, preach hatred for non-Muslims and for Muslims who do not follow their extreme beliefs - and predict a coming jihad. "An army of Muslims will arise," announces one preacher. Another preacher said British Muslims must "dismantle" British democracy - they must "live like a state within a state" until they are "strong enough to take over."

The investigation reveals Saudi Arabian universities are recruiting young Western Muslims to train them in their extreme theology, then sending them back to the West to spread the word. And the Dispatches reporter discovers that British Muslims can ask for fatwas, religious rulings, direct from the top religious leader in Saudi Arabia, the Grand Mufti.

Saudi-trained preachers are also promoted in DVDs and books on sale at religious centres and sermons broadcast on websites. These publications and webcasts disseminate beliefs about women such as: "Allah has created the woman deficient, her intellect is incomplete", and girls: "By the age of 10 if she doesn't wear hijab, we hit her," and there's an extreme hostility towards homosexuals.
The investigation reveals that the influence of Saudi Arabian Islam, Wahabism, extends beyond the walls of some mosques to influential organisations that advise the British government on inter-community relations and prevention of terrorism.

The Dispatches reporter attends talks at mosques run by key organisations whose public faces are presented as moderate and mainstream - and finds preachers condemning the idea of integration into British society, condemning British democracy as un-Islamic and praising the Taliban for killing British soldiers.

Undercover Mosque features interviews with moderate British Muslim figures who are speaking out against the influence of Saudi Arabia's extreme brand of Islam, which is seeking to overturn Islamic traditions of diversity and peaceful co-existence: "We are losing our children to extremists," says Haras Rafiq of the Sufi Muslim Council. Dr Al Alawi of the Islamic Heritage Foundation also warns: "If this continues, you will have extremist mosques in every corner of the UK. You will not have moderate Muslims walking on our streets anymore."

The film also investigates the role of the Saudi Arabian religious establishment in spreading a hard-line, fundamentalist Islamic ideology in the UK - the very ideology the Government claims to be tackling.
A female reporter attends prayer meetings at an important British mosque which claims to be dedicated to moderation and dialogue with other faiths. She secretly films shocking sermons given to the women-only congregation in which female preachers recite extremist and intolerant beliefs. As hundreds of women and some children come to pray, a preacher calls for adulterers, homosexuals, women who act like men and Muslim converts to other faiths to be killed, saying: "Kill him, kill him. You have to kill him, you understand. This is Islam."
Worshippers are repeatedly told they must lead separate lives from non-believers and not tolerate other religions. Christian teachings are described as "vile and disgusting, an abomination." And at private, invite-only prayer meetings linked to the mosque, the reporter films the leading preacher from the women's prayer circle issuing strict dictats on women's personal freedoms - decreeing they must not travel far without a male member of the family to escort them, and instructing them not to integrate with British society or work in a non-Islamic environment.
In the same mosque, the reporter visits the bookshop and discovers books and DVDs still on sale, promoting extremist, anti-Semitic, misogynistic and intolerant messages. Unbelievers ('kuffaars') are described in one DVD as: "Evil, wicked, mischievous people - you can see the evil in their face". Whilst Jews, "have abominated, filthy, disgusting gross belief - their time will come like every other evil person's time will come." Moderate Muslims and Islamic academics tell Dispatches they reject and condemn these teachings. Dispatches traces the links between the teachings and materials at the mosque and the Saudi Arabian religious establishment, and examines the extent to which Saudi Arabia exports such teachings around the world through the funding of literature, schools, mosques and other organisations.
Dispatches also interviews a former teacher at a Saudi-run faith school who describes how the official Saudi educational curriculum was taught in the school. He shows Dispatches official Saudi textbooks from the school which featured anti-Semitic and anti-Christian teachings.
As part of the investigation, the undercover reporter also films inside a key Saudi-funded Muslim organisation which claims to promote tolerance and integration yet distributes literature which promotes intolerance for non-Muslims, an extreme version of Sharia law and teachings which support discrimination against women.
The Government claims Saudi Arabia is its partner in tackling extremism, but a former Foreign Office Minister tells Dispatches he believes the Government should take a stronger line. The film also features interviews with Islamic academics who condemn these messages of intolerance and segregation and warn of the impact this version of Islam is having on British society. One imam at a leading university accuses the Saudi religious establishment of the: "distortion of Islam itself, the abuse and misuse of this great faith of mine and not only mine but of my children as well."

Canada to help Israel conserve water


The North American land of many lakes and seemingly unending cascades of waterfalls has decided to help drought-stricken Israel try and conserve water.

A delegation of Israeli water experts led by Jewish National Fund head Efi Stenzler and Agriculture Minister Shalom Simhon brought back a cooperation agreement with the Canadian province of Manitoba late last week. Manitoba, with over 100,000 lakes, stands among the best at water conservation in the world.

After hearing from the 11-man Israeli delegation at an international conference on water and conservation which they hosted, Manitoba Water Stewardship Minister Christine Melnick announced that she would be sending the province's experts to teach Israel about conservation. In return, Israeli experts would teach their Manitoban counterparts how to purify polluted water.

The delegation also snagged a boon for Israel's universities. Melnick budgeted $250,000 a year in scholarships to bring Manitoban students to Israel to study water engineering and water purification. An international youth movement will be set up to champion water conservation as well.

"These important new scholarships will support scholarly development in a range of areas including nanotechnology, water conservation and water reuse," Melnick said. "Today's students are tomorrow's leading voices on water protection and these scholarships will give our young people a unique international experience as they complete their studies."

Dr. Sharon Marcovitz-Hart, national president of the JNF of Canada, added, "Israel and Manitoba share common water challenges and have a shared commitment to take action to improve the health of our lakes and rivers. The new scholarship program will build on our mutual commitment to make effective use of the best available strategies to protect our water.

"Partnership was one of the founding principles of the Jewish National Fund in 1901. Our research and cooperative initiatives with the people of Manitoba will not only create solutions to critical environmental challenges but will also ensure a secure future for our children," Marcovitz-Hart said.

In light of the success of last week's conference, the JNF plans to reciprocate by sponsoring an international conference in Israel on water issues next summer.

In 1903, the 6th Zionist Congress met in Basle, Switzerland. Herzl presented a British proposal for a temporary Jewish homeland in Uganda, as a refuge for Russian Jews in immediate danger. This settlement would be politically independent, with a Jewish governor and a Jewish administration. Herzl believed that the plan conferred an important stamp of legitimacy upon Zionism. The Zionist Congress approved the plan, and decided to dispatch an exploratory expedition to Africa. However, the idea was met with stiff opposition, and it split the Zionist movement. The Uganda Program was rejected two years later, but later exploratory missions were sent to Iraq, Libya and Angola. One project that gained traction was the Galveston plan which sent 9,300 Jews to Texas. In the end, it was understood that only the Land of Israel, with its deep historical and spiritual connections, would succeed as the Jewish homeland.
